Being a part of the metropolitan Bay Area, which spans 9 counties, 101 cities, and 7.1 million people, the city San Francisco is the cultural, commercial, and financial center of Northern California. Covering a land area of 46.87 square miles, the city is the second most densely populated large US city and the 5th most densely populated US county. The city itself is divided into 36 districts, each with their own unique character and density.

Politics:
The city of San Francisco is governed by a mayor with an 11-member Board of supervisors, both elected using preferential voting. In the California State Senate, the city is located in the 11th Senate district, while in the United States House of Representatives the city is split between two congressional districts, the 12th and 14th. The Mayor serves a four-year term and is limited to two successive terms. Because of San Francisco’s status as a consolidated city-county, the mayor also serves as the head of government of the county, and has the responsibility to enforce all city laws, administer and coordinate city departments

THE URBAN SHELF, San Francisco
The proposal demonstrates a speculative take on the vertical stacking and arrangements of cultural, sport and leisure spaces. These programs are distributed on different levels and connected by an enclosed landscaped circulation envelope which allows users to experience accessible public space in a vertical context while surrounding the interior programs.
Doing so, gives users a nature filled interior space in a vertical context while also provided a systematic approach to passive infrastructures.
Being one of the most populated districts in the city, the Financial District severely lacks sports and cultural spaces available for public use.
The mixed programming and shared facilities encourage interaction between various population groups which did not previously before. The aim is to create a meeting point for everyone which seeks to give back these amenities to the public, improving the quality of life, thus further enhancing the sector.
The district mainly composed of privatized high-rise construction, the public nature of the vertically dense proposal is not so much a building as an individual, but rather an integration of infrastructure and planning into its urban landscape.
